Most homeowners assess a tree in the same manner as they would a stranger’s demeanor or “looks fine to me.” Professional arborists don’t work that way. A certified arborist will ask, “is this tree healthy?” when assessing a tree for risk but will ask much more than just that. They are going through a structured matrix that considers the possibility of failure, what is below the failure and what the consequence is if it does fall. A healthy looking tree over your driveway may pose a greater threat than a half-dead tree in an empty lot.
It does make a difference, particularly in the Bronx where old street trees and backyard canopies are inches away from people’s homes, parked cars and neighbor’s property lines. This is how pros really determine risk and what you can actually do to check on yourself before calling in a pro.
The Professional Framework: How Arborists Actually Assess Danger
The industry standard for assessing hazardous trees is called TRAQ (Tree Risk Assessment Qualification) which is based on the ANSI A300 Part 9 standard. It takes the guesswork out of evaluation by putting it into a three-part plan:

Probability of failure What are the chances that this tree, branch or root system will actually fail? Possibility of happening – from unlikely to highly likely.

Likelihood of impact if it fails, how likely is it to hit something in its path? A branch over a field has low impact likelihood, while a branch over a driveway does not.

Consequences of failure if it does hit something, how bad is the outcome? If the small twig lands on the grass, it is insignificant. Severe = large tree limb on vehicle, roof or person.

All three of these rates come together to create an overall risk rating: Low, Moderate, High or Extreme. That’s why there is no “yes, this is dangerous” or “no, it’s fine” there is a reasoned judgement of probability and consequence this is why two trees with similar looking defects can receive very different recommendations, depending on what’s underneath them.
What a Homeowner Can Realistically Check
A “limited visual assessment” is the term used by professionals to describe a basic, homeowner level check that involves walking around the tree at ground level looking for obvious defects, but not with the use of climbing equipment or internal decay testing. It doesn’t take the place of a professional evaluation, but it’s a valid first glance, and it will give you an idea of when to call someone in sooner rather than later.
Look at the Root Zone First
Most tree failures start below ground, not in the canopy, which is exactly why it’s the most overlooked area. Check for:

Soil heaving or cracking at the base, especially on one side of the tree a sign roots are pulling loose from the ground

Mushrooms, conks, or shelf-like fungal growth at the base or on exposed roots, which almost always indicates decay already established inside the root system

Often man-made root damage is caused by exposed or cut roots from adjacent sidewalk work, driveway construction, or utility trenching, and can affect a large percentage of roots without being apparent in the canopy for a year or more in the very compact Bronx blocks.

Assess the Canopy

Large dead branches, especially anything thicker than a few inches deadwood is one of the leading causes of falling limbs and can drop on a calm day with no warning

Uneven dieback, where part of the crown is bare while the rest is fully leafed out, usually pointing to root damage, disease, or internal decay rather than an isolated dead limb

Epicormic sprouting clusters of small, thin shoots growing directly out of the trunk or major limbs, which is often a stress response to a tree that’s struggling and redirecting energy defensively
Watch for Changes in Lean
If a tree has a long history of leaning, the tree may be stable. A new or fresh lean or one that occurred abruptly following the storm or heavy rain is another matter: in this case the root system has failed on one side and will no longer hold the tree up in the manner that is designed.
Why the “Target” Matters as Much as the Tree
It’s the one thing that most homeowner checklists overlook, and it’s the essence of professional risk assessment. The condition of a tree only provides half the picture, what’s within striking distance if it fails completes the picture.
A large dead limb over an open backyard corner is not the same risk as a large dead limb over a bedroom, a driveway where vehicles are parked every day or a sidewalk with regular pedestrian use. It is referred to as the target zone by arborists, and it is the reason when a tree is professionally assessed, it does not only ask the question, “what’s wrong with this tree?” but “what would this actually hit, and how often is something there?” Two identical or very similar trees may have totally different actual risk ratings when you consider what’s beneath them.
Bronx-Specific Risk Factors Worth Knowing
Some of the oldest tree cover in New York City is found in the Bronx, and the borough’s maturity means that it has its own set of risk factors:

Older street trees in older neighborhoods are more likely than other younger plantings in the city to have been subjected to decades of stresses, previous storm damage and root disturbance from construction.

A single tree failure in a dense and tightly packed lot is a more likely to have a real target under it: a house, a common fence, a parked car, than in a more open suburban lot.

Trees with existing defects are much more likely to fail as a result of a particular storm event, such as a microburst in the summer or a nor’easter, than on a random calm day.

Root damage resulting from this type of construction is frequently mistaken, as it often becomes apparent in the canopy a full season or more after the actual construction work is done in the sidewalks throughout the older blocks in the borough.

Schedule a standard assessment if you notice: fungal growth at the base, thinning canopy over the past season or two, deadwood accumulating in the crown, or recent construction near the root zone none of these mean immediate danger, but all of them warrant a professional look before the next major storm rather than a wait-and-see approach.
